Graduated from the Moscow State Institute of International Relations (MGIMO) in 1980. Since 1980, he has held different positions at the Russian Foreign Ministry. In 2014 he became Envoy Extraordinary and Plenipotentiary, Class I.

Since 2017 he has served as Head of the Language Support Department.
