Andrey Maksimov graduated from the Plekhanov Mining Institute in Leningrad, specializing in Technology and Complex Mechanization of Underground Mining. In 1999, he graduated from the Russian Academy of Public Administration with a specialization in State and Municipal Management. He holds a Ph.D. in Technical Sciences (1989).
From 1982 to 1997 he worked at the Plekhanov Mining Institute in Leningrad. From 1997, he served on the Committee for Science and Higher Education, first as a chief technical officer, then as a Deputy Chair. He has chaired the Committee since 2008. His government decorations include the Medal of the Order For Merit to the Fatherland, the medal In Commemoration of the 300th Anniversary of St. Petersburg, the badge Honoured Worker of Higher Education of the Russian Federation. He is a Class II Full State Counsellor of St. Petersburg.
